The heatmap should show 休 on the days you selected and actually happened as holidays, i.e. in the past. For future days, it will not show the symbol. The schedule daily study goal should show the 休 symbol for incoming holidays.
As far as number of reviews, it sounds like it worked as intended, assuming a "normal amount of reviews" means what you expect for a single day. The reviews on selected holidays do not stack up for the next day.
For example, if you had 10 reviews every day and you did all your reviews on Thursday, but not Friday/Saturday, you would have 30 reviews stacked up by Sunday without holidays. With holidays, you would have the normal 10 for Sunday.
However, not all days have the same amount of reviews. You can see the number in the daily study goal of your schedule.
This is what it should look like (my holiday is Sunday):
Did I have to also select 'no new terms' in addition to 'no reviews' for the holiday symbol to appear on the heatmap, perhaps? I only clicked 'no reviews.' I'm really not sure about the reviews either- Maybe there were just a lot of terms already stacked up for Sunday by coincidence, but the amount of terms to review seemed to match what three days' worth would be, so I'm not really positive the holidays did anything at all? Or maybe I'm just stupid- that is always a possibility 
The checkboxes were still on when I returned to the app on Sunday, yeah. My Kao Garden "you've studied vocabulary for X days straight" is still intact, but there's, as far as I can tell, no other evidence that those days were holidays. I'm very confused 
I only set them as holidays on Thursday, maybe I needed to do it a day earlier...?
