make sure you capture his noodle legs

Hmmm, that's a hard one. I would say definitely decide what kind of part your character has, because that will determine where and how the hair falls 
I usually draw hair of any style in sections instead of drawing every little strand, almost like I'm drawing loose ribbons. It's hard to explain without drawing, but if you want me to make a quick lil tutorial, I could probably do that! (^^)
Sorry, I was watching a movie lol. She is wearing just street clothes and has brown hair and green eyes. She's thirteen years old, and her personality hasn't been completely introduced as of her most recent change. In the beginning of the series, she was a younger sister: annoying, rude, petty, etc.
